Project description

ENTAIL brings together seven organisations from North Macedonia, Albania, Kosovo and Cyprus to support the entrepreneurial and digital transformation of vocational education and training (VET) centres in Albania and Kosovo.

The project builds the capacity of VET leaders, administrators and teachers to embed entrepreneurship and digital learning in institutional management and teaching practice. It combines research and consultation with businesses, curriculum development, an e-learning platform, training, piloting and study visits.

More than 140 VET leaders and teachers will directly participate in capacity-building activities. Workshops and conferences will engage over 200 VET stakeholders, while the project activities and outputs are expected to reach more than 5,000 individuals.

Project relevance

ENTAIL addresses the gap between the skills demanded by employers and those developed through vocational education. It supports VET centres in becoming more innovative, responsive to labour-market needs and capable of developing learners’ entrepreneurial and digital competences.

  • strengthening cooperation between VET providers, businesses and policy makers;
  • improving the strategic, pedagogical and digital capacity of VET leaders and teachers;
  • supporting the use of contemporary teaching methods and digital learning platforms;
  • aligning practices with EntreComp, DigComp and DigCompEdu;
  • promoting knowledge transfer between the European Union and the Western Balkans.

Specific objectives

  • Develop a guide with ecosystem mapping for entrepreneurship and digital learning in VET, tailored to Albania and Kosovo.
  • Build the capacity of VET leaders and administrators to embed entrepreneurship through strategic action plans.
  • Build the capacity of VET teachers to design and implement digital learning that improves learners’ entrepreneurial and digital competences.
  • Strengthen EU-Western Balkans cooperation through knowledge transfer and collaborative learning.

Main activities

1. Research and ecosystem mapping

  • Focus groups and consultations with VET providers, businesses and public institutions.
  • Analysis of policies, curricula, labour-market skills needs and relevant EU good practices.
  • Development of the guide, ecosystem map and reflection/self-assessment tool.

2. Curricula and capacity building

  • Two curricula: one for VET leaders and one for teachers/trainers.
  • A trainers’ guidebook and preparation of 10 master trainers.
  • Training for approximately 40 VET leaders and 100 VET teachers/trainers.

3. Platform and piloting

  • An open e-learning platform containing the project learning resources.
  • Registration of approximately 140 users and piloting in Albania and Kosovo.
  • Evaluation of results and documentation of lessons learned.

4. Mobilities and dissemination

  • Two virtual and two in-person study visits in North Macedonia and Cyprus.
  • National workshops and a final conference.
  • Policy recommendations and models for VET-industry cooperation.

Expected results

  • A guide and ecosystem map for entrepreneurship and digital learning in VET.
  • Two training curricula and a guidebook for master trainers.
  • An e-learning platform and pilot implementation results.
  • 10 master trainers, 40 trained VET leaders and 100 trained VET teachers/trainers.
  • A report on blended mobilities and transferable practices.
  • Policy recommendations for Albania and Kosovo.

Role of the Tirana Chamber of Commerce and Industry

CCIT is a project partner and leads Work Package 2: “Guide with ecosystem mapping for entrepreneurship and digital learning in VET”.

  • co-designing the research protocol and tools;
  • engaging businesses and labour-market stakeholders and supporting focus groups in Albania;
  • leading the development of the guide and ecosystem map;
  • ensuring that project results reflect the real needs of the private sector;
  • contributing to training, piloting, mobilities and dissemination.
