{"id":14794,"date":"2019-01-31T12:51:58","date_gmt":"2019-01-31T12:51:58","guid":{"rendered":"https:\/\/www.cci.al\/?p=14794"},"modified":"2019-02-26T12:58:04","modified_gmt":"2019-02-26T12:58:04","slug":"press-release-future-4-0","status":"publish","type":"post","link":"https:\/\/www.cci.al\/en\/press-release-future-4-0\/","title":{"rendered":"Press Release Future 4.0"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Tirana, Jan 24<sup>th<\/sup> 2019<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chamber of Commerce and Industry,\nTirana, in cooperation with Mesdheu Centre, both partners of Future 4.0 Project\norganized on 24<sup>th<\/sup> of January 2019, at the premises of the\nMediterranean University of Albania, the second Focus Group meeting of the\nproject ADRION FUTURE 4.0 for the Albanian Region. It came as a joint\ninitiative, after the first one that the Chamber organized in October 15<sup>th<\/sup>\n2018 in the premises of Chamber of Commerce and Industry, Tirana. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project aims at designing,\nassessing and validating an innovative technological Roadmap and Smart Learning\nModel, developed and shared by the consortium in order to tackle the\ndiversification in regional development trajectories and patterns of green and\nblue growth. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These were the first steps of a\ncollaborative policy research project that we want to undertake in Albania,\nbringing together policy makers, practitioners and policy researchers from\nuniversity and business to explore the changes in the capabilities of\ngovernance and knowledge systems in Albania.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main objective of the meeting\nwas the presentation of the RIS3 strategy prepared by Chamber of Commerce and\nIndustry of Tirana and experts to the main target groups and stakeholders of\nthe project. This strategy addresses the current situation of the sector in\nAlbania, the strengths, weaknesses, opportunities and threats, as well as the\ncurrent legal framework for the shipyard and its logistic supply chain. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another important section of the\nagenda was the discussion of the results and best practices identified during\nthe road mapping process and interviews that CCIT staff had with each one of\nthe participants during the first phase of WP T1 implementation. The last\ntopic, but not least, was the discussion on the vision and recommendations that\ngovernment institutions might have for the development of the shipbuilding\nindustry for the next years. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">26 was the total number of participants,\ncompanies operating in the field of nautical sector, representatives from the\nbusiness sector and business support organizations and people from academia and\nresearch institutions, people with a very strong professional background as naval\nengineers, as well as other representatives from the main Albanian Ports\noperating in the northern and south part of Albania.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key speakers of the program were\nboth Heads of Project Department from Chamber of Commerce and Industry Tirana and\nMesdheu Center, respectively Mrs. Viola Xhindi and Mrs. Nevila Xhindi, who explained\nwhere FUTURE 4.0 project consists of and how it will involve the main\nstakeholders following a cooperative approach, playing a role in designing\ncollaborative governance model of I4.0.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their presentations preceded that of Mr. Gudar&nbsp; Beqiraj, representative of Mediterranean\nUniversity, who explained&nbsp; the role of\nIndustry 4.0, &nbsp;in which computers and\nautomation comes together in an entirely new way, with robotics connected\nremotely to computer systems equipped with machine learning algorithms that can\nlearn and control the robotics with very little input from human operators,\nintroduced what has been called the \u201csmart factory,\u201d in which cyber-physical\nsystems monitor the physical processes of the factory and make decentralized\ndecisions. The physical systems become Internet of Things, communicating and\ncooperating both with each other and with humans in real time via the wireless\nweb. He also explained that the aim of the meeting, which was not to provide\nanswers at this stage but rather to identify the most relevant questions to\nexplore, aspiring to: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1) Stimulate discussion among researchers, university&nbsp; practitioners, policy makers and business\ninterested in the impacts of the 4IR, in particular on the implications for\nAlbania; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2) Explore current research and literature to build a research hypothesis\nand suggest some key defini-tions; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3) Suggest key areas for further investigation; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4) Inform the\nco-design of a collaborative research project to study the changes in the\ncapabilities of governance and knowledge systems in Albania.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mrs\nViola Xhindi, Head of Project Department of the Chamber of Commerce, explained where\nthe Albanian Regional Strategy on industry 4.0 is focused. It assessed\nthe shipyard &amp; nautical logistic supply chain, aiming to design an Industry\n4.0 model to enhance shipyard competitiveness in Albania.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The analyses started from acknowledging the risk of\nneglecting the innovation potential in the shipyard &amp; nautical logistic\nsupply chain areas, either because there is often a bias on innovation policy\nin the sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After that, it was went through a more in-depth analysis\nof the RIS3 concepts associated with smart specialization. Manjola Duli Expert &#8211; Chamber of\nCommerce and Industry, (Tirana) explained that: \u201cIn this\nstrategy, we define knowledge systems as the interaction of research,\ninnovation, higher education, citizen, business and professional knowledge.\nThese interact in order to produce, provide, demand and use knowledge to\nsupport the development of public policies. At its core, this document is a link between the I4.0 and politics, how\nknowledge can play a role to make the most of that link. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This discussion paper ( strategy\ndocument)&nbsp; is a high-level exploration of\nthe themes briefly outlined above to identify specific areas for further\ninvestigation. The guiding questions for this presentation are:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Which are the key elements of the industry 4.0 ?<\/li><li>What does the literature say about the impact of this\nrevolution on societies and economies, and in particular in shipyard &amp;\nnautical logistic supply in Albania ?<\/li><li>What does the literature say about the challeng-es for\nAlbania governance and the ways knowledge can inform policy during the industry\n4.0?<\/li><li>What are the questions and topics arising from\nbussines&nbsp; interviews?<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The response can-not be left to state institutions only,\nbut requires the active engagement of citizens, the private sec-tor, the\nacademy and civil society in Albania<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, revealed that the industry 4.0 approach does\ncontain some promising elements to stimulate and support innovative activities\nin the shipyard &amp; nautical logistic supply chain in Albania, but is still\nin the initial developing phase, and far from having a real industry 4.0-country\nstrategy. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was argued that strong capabilities of knowledge systems are instrumental to the growth of a 21st-century economy and institutions. There is limited focus on, and growth in, the capabilities of knowledge systems in regional and Albania. This trend exacerbates the inequities that permeate global development. Regarding blue technologies, Albania presents a weak involvement of the stakeholders and inter-relation of business, research and the public sector. Blue R&amp;D&amp;I is limited by outdated technologies, lack of support schemes, planning and financial funds especially from public funding also from EU. For this reason, to exploit fully the advantages derived from blue technologies, it is necessary to encourage cooperation between research centres and the public and private sectors by focusing on research and innovation, clusters development and knowledge transfer. In this way, it could be possible to create high\u2010skilled jobs and economic opportunities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Table 1. Characterisation of industrial revolutions<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.cci.al\/wp-content\/uploads\/wp-content\/uploads\/2019\/02\/image-3.png\" alt=\"\" class=\"wp-image-1615\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, RIS3 or S3 is of itself a very SMART\nacronym, telling us that regional development is going to take place in a\nmanner that builds <em>on location, regional\nresearch and production strengths<\/em>. It will involve all of the key actors\nfrom business, research, government and other civil bodies, that building on\nresearch and production strengths is important and that clustering and\nentrepreneurship are both priorities as important objectives. One of the basic\nprinciples of smart specialization is to be inclusive meaning, \u201cgiving every\nsector a chance to be present in the strategy through a good project\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Europe is actively driving the RIS3 agenda, in line\nwith Europe 2020, to make the Union more competitive, innovative and to drive\ngrowth and job creation and has provided an online Smart Specialization\nPlatform (S3 Platform) to provide advice, information and support to S3\nstrategists\/ policy makers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy&nbsp; is\nbased on a review of selected&nbsp; commpany, we also include the feedback from informal interviews, company documents,\ntalks with industrial experts and consultants involved in industry 4.0. These\ncompanies belong to diverse industry shipping segments; interviews with:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Liburn marina &amp; mercury motors Albania, Pasha\nLiman Base- Shipyard, Kaldaja, Hudson, Yachting &amp; Decortion and based on: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Current technological status of the company<\/li><li>Future development: What is the company policy regarding industry 4.0? What are their goals?<\/li><li>Professional\u00a0 profiles.<\/li><li><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Table 2. She proposed to make together policy makers and representatives from shipbuilding industry, private bodies and public port authorities in a workshop that CCIT is planning to organize in the next months.
