The specific objective:

Objectives of the program:
- The Project aims to address the needs of VET institutes located in third countries of the WB not associated with the Programme in developing concrete links with the labor market of the emerging green sector, so as to offer VET courses that are both attractive to learners and reflect the requirements of employers of the sector.
- Developing VET teachers’ and trainers’ pedagogical approaches and digital skills to enable them to develop resources and curricula that correspond to the needs of the green sector, hence addressing environmental sustainability and digital transformation.
- Modernize the VET sector and its multidimensional component, focusing on building qualification systems, improving the quality of the learning processes, and most importantly ensuring the continuing professional development of VET teachers and training.

Project summary:
Even though the overall economic recovery in the region seems to be on track with foreseen requirements, the labor market situation remains challenging, in particular regarding the mismatch between skills and competencies offered and the respective ones needed by businesses. Within reforms embarked on under the accession process, the WB seeks to modernize the VET sector and its multidimensional component, focusing on building qualification systems, improving the quality of the learning processes, and most importantly ensuring the continuing professional development of VET teachers and training.
The ADDUPT Project aims to address the needs of VET institutes located in third countries of the WB not associated with the Programme in developing concrete links with the labor market of the emerging green sector, so as to offer VET courses that are both attractive to learners and reflect the requirements of employers of the sector. The focus will be placed on developing VET teachers’ and trainers’ pedagogical approaches and digital skills to enable them to develop resources and curricula that correspond to the needs of the green sector, hence addressing environmental sustainability and digital transformation.
The Addupt Project foresees addressing the needs of the VET sector in three Western Balkan countries–Albania, Bosnia and Herzegovina, and Montenegro –which face common challenges in skills mismatching between VET offers and employers’ requirements.
Throughout the implementation of the Project, activities will be organized by all partners to better reach specific target groups and achieve long-term impact by disseminating to a wider audience. In addition to the delivery of the Project itself, partnership activities will aim to spread the relevance of VET to the needs of the labor market.
In the short and medium term, the project is expected to contribute positively to the familiarization of VET organizations and staff with approaches that provide direct links to the labor market, facilitating the updating of curricula to adapt to market needs. This will be implemented through the development and pilot implementation of the ICBF-VET, which will include a range of resources to support VET institutes in using the findings of the Diagnostic Mechanism. In the long term, the professional development of VET trainers and staff, by improving their knowledge, skills, and competencies, is expected to contribute substantially to the improvement of the quality of VET provided especially in the Western Balkan countries.
Also, the project foreseen strengthening the link between BP-VET and the green sector so that the training offers are better harmonized with the needs of employers in the sector, through the creation and operation of a diagnostic machine that will bring together the stakeholders of all sectors involved. Thus, VET will provide more responsive training services and employers will have the opportunity to choose from more suitable potential employees/graduates.
